ထိုင္းႏိုင္ငံနယ္စပ္က ဒုကၡသည္စခန္းေတြမွာျမန္မာႏိုင္ငံကဒုကၡသည္ေတြဟာဒုကၡအမ်ိဳးမ်ိဳးေတြ႔ေနရပါတယ္။ ဒုကၡသည္ေတြအတြက္ ဒုကၡသည္စခန္းဆိုေပမယ့္ လာဘ္မထိုးႏိုင္ရင္၊ ေနထိုင္ဖို႔ တဲမဝယ္ႏိုင္ရင္ ဒုကၡသည္စ ခန္းထဲကို ဝင္လို႔မရၾကပါဘူး။
ေနာက္ၿပီး ဒုကၡသည္စခန္းထဲေရာက္ျပန္ရင္လည္း UNHCR က သူတို႔ကို ဒုကၡ သည္ တကယ္ဟုတ္လား၊ မဟုတ္လား စစ္ေဆးသတ္မွတ္တာကို (တခ်ိဳ႕ဆို အခုေလး၊ ငါးႏွစ္ရွိေနတာေတာင္ မွ) မခံရေသးပါဘူး။ ဘာမွမရွိဘဲ ေျပးလာရတဲ့ ဒုကၡသည္အစစ္အမွန္ေတြအေနနဲ႔ ဒုကၡသည္စခန္းထဲကိုေရာက္ ရင္ေတာင္မွ စားဝတ္ေနေရးနဲ႔ ရပ္တည္ဖို႔ အလြန္အခက္အခဲရွိၾကပါတယ္။ အမ်ားစုဟာ ဒုကၡသည္စခန္းမွာ (၂) ႏွစ္၊ (၃) ႏွစ္ရွိေနတာေတာင္မွ ရိကၡာေထာက္ပံ့မႈမရၾကေသးပါဘူး။ အဲ့ဒီေတာ့ ရပ္တည္ရတာ အလြန္ခက္ခဲလွ ပါတယ္။
ေနာက္ၿပီး ေရွ႕ဘာျဖစ္မယ္မသိဘဲ ျပန္ပို႔ခံရႏိုးႏိုး တစိုးတ႐ြံ႕႐ြံ႕ေနရတဲ့ဘဝမွာ မေသခ်ာမေရရာနဲ႔မို႔ UNHCR ကို ေမးျမန္းအကူအညီေတာင္းရင္ ဘယ္ေတာ့မွ ခ်ိဳခ်ိဳသာသာ ဆက္ဆံတာမခံရသလို တခါတေလ ေမာင္းထုတ္ တာခံေနရပါတယ္။ ဘယ္ေတာ့ ဘာလုပ္ေပးမယ္ဆိုတဲ့ ကြဲကြဲျပားျပား အခ်က္အလက္ေပး ေျဖရွင္းေပးတာ လည္း ဘယ္ေတာ့မွမရၾကပါဘူး။ ဒုကၡသည္ေတြကို လူေတြလို သေဘာမထားဘဲ တိရိစ ၦာန္သာသာေလာက္ သေဘာထားဆက္ဆံတာ ခံေနရပါတယ္။ ဒုကၡသည္စခန္းထဲေတြမွာ ရွိေနတဲ့ ဒုကၡသည္ေတြအေနနဲ႔ ဒါကိုဘယ္ လိုမွ တံု႔ျပန္ႏိုင္ခြင့္၊ တိုးတက္ေအာင္လုပ္ခြင့္ မရွိပါဘူး။ နည္းနည္းလုပ္လိုက္ရင္လည္း အမ်ိဳးမ်ိဳး အႏၱရာယ္ေပး၊ ပညာေပးတတ္တဲ့ အက်င့္ေတြကိုလည္း ျမင္ေတြ႔ၾကဖူးၾကပါလိမ့္မယ္။
ပိုက္ဆံေပးႏိုင္တဲ့သူေတြကေတာ့ UNHCR က တခ်ိဳ႕ဝန္ထမ္းေတြကို ေငြထိုးၿပီး ျမန္ျမန္ႏိုင္ငံျခားကို ထြက္သြား ၾကတာကို အမ်ားစုေတြ႔ဘူးေနေပမယ့္ က်န္တဲ့ဒုကၡသည္ေတြမွာေတာ့ ဘာမွမတတ္ႏိုင္ၾကပါဘူး။ ဘက္ေပါင္းစံု က လူသားဆန္ဆန္ မသတ္မွတ္ခံရဘဲ လုပ္ခ်င္၊ ဖိႏွိပ္ခ်င္သလို ဖိႏွိပ္ခံေနရတဲ့ ျမန္မာဒုကၡသည္ေတြအတြက္ အျပင္က၊ ႏိုင္ငံတကာက တာဝန္သိတဲ့ ကြၽန္ေတာ္တို႔အားလံုး ေအာက္က လိပ္စာေတြ၊ ေနာက္ ကိုယ္နဲ႔သက္ ဆိုင္ရာ အစိုးရေတြအေပၚကို UNHCR ကို တိုက္တြန္း ျပဳျပင္ဖို႔အတြက္ အီးေမးလ္ေရးသားေပးပို႔မႈလုပ္ေပးၾက ရင္ ဒုကၡသည္စခန္းထဲက ညီအကိုေမာင္ႏွမေတြ နည္းနည္းပိုၿပီး သက္သာလာႏိုင္စရာရွိပါတယ္။
ပို႔တဲ့ အီးေမးလ္ေတြကို ထိုင္းႏိုင္ငံမွာရွိတဲ့ အေမရိကန္သံ႐ံုး၊ ၿဗိတိလွ်သံ႐ံုးနဲ႔ ဥေရာပကိုယ္စားလွယ္အဖြဲ႔ရဲ႕ ႐ံုး ေတြကိုလည္း စီစီလုပ္ၿပီးေပးပို႔ရင္ UNHCR အေနနဲ႔ လွ်စ္လွ်ဴရႈေနႏိုင္ခြင့္ နည္းလာႏိုင္ပါတယ္။ အားလံုးဝိုင္းကူ ေရးသားၾကရင္ ကိုယ့္ႏိုင္ငံသားဒုကၡသည္ေတြကို အမ်ားႀကီး ကူညီရာေရာက္ပါလိမ့္မယ္။ ဒုကၡသည္စခန္းေတြ က ဒုကၡသည္ေတြကလည္း စုစည္းၿပီး လက္မွတ္ထိုး စာေရးၾကဖို႔ စီစဥ္ေနၾကတာရွိပါတယ္။
အားလံုးဝိုင္းႀကိဳးစားေပးၿပီး ကိုယ့္အခ်င္းခ်င္း ကူညီၾကရေအာင္ပါ။ အီးေမးလ္ပို႔တာဟာ သိပ္ပင္ပန္းတဲ့ အလုပ္ မဟုတ္ပါဘူး။ အားလံုးဝိုင္းၿပီး လုပ္ေပးႏိုင္ၾကလိမ့္မယ္ထင္ပါတယ္။ ေပးပို႔ရမယ့္ လိပ္စာေတြကို ဒီေအာက္မွာ ထည့္ထားေပးပါတယ္။ စာေရးဖို႔ အခက္အခဲရွိေနရင္လည္း ကူးၿပီး အမည္ထိုးပို႔ႏိုင္ဖို႔ အဂၤလိပ္လိုေရးထားတဲ့ စာၾကမ္းကို ေအာက္မွာ ထည့္ထားေပးပါတယ္။ ညီအကိုေမာင္ႏွမအားလံုးရဲ႕ အသိစိတ္ဓာတ္နဲ႔ ဝိုင္းဝန္းလုပ္ ေဆာင္ၾကမႈကို ေမွ်ာ္လင့္ပါတယ္။ က်ေနာ္ကေတာ့ က်ေနာ့္တာဝန္အတိုင္း ပို႔လိုက္ၿပီးပါၿပီ။

Re: Appeal for UNHCRs Better Treatment of Refugees
at Burmese Refugee Camps in Thailand.

Dear Sirs or Madams,
I would like to request your attention to improve UNHCR's treatment of refugees at Burmese refugee camps in Thailand. The refugees at the Burmese refugee camps in Thailand has been treated without dignity in many ways.
Most refugees inevitably have to bribe in order to get into the refugee camps and were to buy own shelters in the camps. Many of the refugees, even after living in the camps for more than three years, are still not provided basic rations. They have been left to struggle for their own survival. UNHCR has not registered the refugees for several years. UNHCR has contracted the registration to PAB and it has not done the registration for several years and UNHCR is not living up to its responsibilities.
Aside from leaving the refugees in the dark about what is going to happen with their fates, when they will be registered, and what the processes are for their future, the UNHCR ignores to respond to the refugees when asked. In many occasions, the refugees who are seeking information were shouted and driven out from UNHCR's facilities.
I would like to ask the UNHCR that the refugees should not be left in the dark and it should be informative to the people its vow to serve. In addition, I would like to request the UNHCR to look into and protect the welfare of the refugees in the camps. Refugees are humans and the UNHCR would need to treat the refugees as humans.
